House Bill 250 – VLT’s at Horse Tracks

Sponsor: Representatives Book and Blessing

Committee: State Government

Projection: BAD

Synopsis:  This bill would reinstitute the statute to put 2500 “video lottery terminals” at Ohio’s 7 horse tracks.  The Ohio Lottery would be responsible for the leases (10 year) and maintenance, with the tracks getting 50% of the proceeds.  A referendum on similar language inserted in the budget is proceeding to the ballot in November.  This legislation would not be subject to that referendum.  Gov. Strickland has indicated that he wants to have this as an option for budget funding.  Opponent testimony was held on February 24.  CCV and Concerned Women for America testified against the measure, which has not been given hearings since that date.
